City-States of Pluma Leader : The City-States Summit Capital : Lutecia Form of Government : Allied City-States After the capital of Geiselschwaltz is sacked by the alliance of adventurer guilds, with the support of benevolent nobles of the kingdom (which numbers so little, but maintains existence and influence), the rest of the kingdom's territory is turned into a constellation of City-States by those nobles. A City-State governs small towns, hamlets, and thorps, each of them are now mostly autonomous, after being freed from the iron grasp of the old king. The City-States is led by each of its own former Geiselschwaltz nobles, which in this new form of government is called the Governors. However, the ultimate leader of it is the City-States Summit, which is a gathering of all the Governors in Lutecia City to determine the direction and governance of the country. Effectively, the mayor of Lutecia city acts as a host and Summit Moderator for the conference. The summit happens roughly once in 3 years, with some emergency sessions happening in between. The City-States of Pluma is still a bit wary of Geiselburg and the Roundtable Guilds. They realize that the guilds houses some of the most powerful individuals that are able to incite a successful rebellion against a dictator, and they know that the guilds can do the same to them too. Thus, the City-States are always taking careful steps not to appear weak or end up in any debt to the guilds.
